Background:

In November of 2025, the Vail Town Council approved a collection of energy improvement contract (EPC) projects to Town facilities to reduce energy consumption, lower emissions, save money, and improve the quality of the facilities. At approval, the project was at a 50% design level. Since that time, staff and project design/build firm McKinstry have worked to finalize design and implement projects including lighting and building insulation improvements, while advancing the Public Library geothermal project, electric vehicle charging, and more. Recent developments have increased the expected external funding while balancing the need for additional project scope at the library for an underground mechanical room.
